Lake Como property buying costs and taxes

The purchase price is only one part of the budget for buying and owning a home in Italy.

Last reviewed: September 2026 · General information, not tax or legal advice

A responsible budget separates the property price from transaction taxes, notarial work, technical and legal checks, agency fees where applicable, finance, currency conversion, works and ongoing ownership. Exact tax treatment depends on the seller, buyer, property, intended use and current law.

Purchase taxes depend on the transaction

Italian residential purchases may be subject to registration, mortgage and cadastral taxes, while certain sales by construction or renovation businesses are subject to VAT. Relief associated with a qualifying main residence follows its own conditions. The taxable base and fixed or proportional amounts can differ according to whether VAT applies and whether the buyer qualifies for relief.

Use the Italian Revenue Agency's home-buying guide for the official framework, then obtain a written calculation for the individual transaction. Do not transfer a percentage from another purchase without checking the seller, category, declared use and buyer status.

Budget for commitments before completion

A purchase proposal can become binding when accepted, and the preliminary contract commits the parties to complete the definitive sale. Deposits and advance payments have different legal and tax consequences. The National Council of Notaries recommends involving a notary from the earliest stage and explains that registration taxes paid on qualifying deposits or advances are generally accounted for at the definitive sale.

Read the Notariato guidance on the preliminary contract before treating an early payment as a simple reservation.

Allow for the right professional work

The transaction may require a notary, technical surveyor, independent lawyer, accountant or tax adviser, translator and mortgage or currency provider. Their roles are not interchangeable. Ask each professional to define scope, exclusions, timing, fee basis and the documents they require before you commit.

Agency remuneration, where applicable, should also be included in the written budget together with its tax treatment and payment timing.

Separate immediate works from optional improvements

Before completion, distinguish essential safety or conformity work from desirable refurbishment. Include surveys, permissions, design, contractor estimates, contingency, furniture, utility activation, insurance and security. Waterfront structures, historic buildings, difficult access and hillside sites may require specialist assessment before a renovation figure is credible.

Model the first three years of ownership

Estimate local property taxes where applicable, utilities, insurance, condominium charges, garden and pool care, routine maintenance, travel, property management and an annual reserve for unexpected work. If rental income forms part of the plan, obtain advice on permissions, registration, taxation and operational costs rather than relying on gross nightly rates.
